United StatesWith this brief extension of time, WTB (Wireless Telecommunication Bureaus) allows handset manufacturers continue to use either the 2011 or the 2019 ANSI Standard to certify new handset models as hearing aid compatible until December 5, 2023.

WTB expects that during these six-month period handset manufacturers will abide by their commitment to include innovative new technologies in the handset models that they release which will benefit consumers, especially those with hearing loss.

CanadaRSS-248 Issue 2 Radio Local Area Network (RLAN) Devices Operating in the 5925-7125 MHz Band published on December 20,2022 and the six Month transition period will be expired.
JapanMIC plans to allow operation in 700MHz band (715~718MHz UL, 770~773MHz DL) for 4G/5G communication. Max transmission bandwidth is 3MHz. It is predicted to publish on Fall of 2023
TaiwanFrom April 6, 2023, the applicant of webcam need to provide an additional declaration letter. The warning statement should be shown on User Manual and package in Traditional Chinese. 「為避免本器材影像畫面遭偷窺或擷取,本器材使用者應先修改預設密碼,並定期更新密碼。」**meaning “To prevent the video of this device from being pepped or captured, user should change the default password and update the password regularly”.
From April 6, 2023, NCC certificate adds remark for device with Wi-Fi 6E hardware as “Excludes Wi-Fi 6E (5.925 GHz ~ 7.125 GHz) frequency band.”

**Wi-Fi 6E is not applicable in Taiwan yet

PeruThe Ministry of Transport and Communications (MTC) of Peru has released publications about clarifying the criteria for requiring the TAC in homologation submission. Previously, MTC requested TAC from mobile equipment as end product level (e.g. smartphones, tablets, routers…etc), however, TAC can now refer to either the final equipment or the in-built module for the homologation.
ColombiaSIC requested to label following information for mobile

i. Supported cellular function (2G/3G/4G/4.5G/5G…etc)

ii. OS type and version

iii. If RAM is less than 1GB, need to show GB or MB.

Also show CPU type and capacity as “GHz” as unit.

If the device marketing online or not traditional way, above information should be next to photo of the device.

Easily visible for consumer to define and understand those specifications.

This is in force from March 19, 2023.

AustraliaOn Feb. 23, 2023, ACMA has released following new regulations:

– Radiocommunications Equipment (General) Amendment Rules 2023 (No. 1)

– Radiocommunications (Low Interference Potential Devices) Class Licence Variation 2023 (No. 1)

– Telecommunications Legislation Amendment (Significant) Instrument (No. 1) 2023

– Communications Legislation (Protected Symbols) Determination 2023

South AfricaThe Independent Communications Authority of South Africa (ICASA) have published the Final Radio Frequency Spectrum Assignment Plans (RFSAP) for the following three bands:

•       450 MHz to 470 MHz (IMT 450) will be allocated to digital and IMT services only with the possible provision of exclusion zones for some government users.

•       825 MHz to 830 MHz and 870 MHz to 875 MHz (IMT 850) Liquid will be migrated to the IMT900 band freeing up the full IMT 800 band for Licensees who bought that spectrum in last year’s auction, once the analogue switch off is complete.

•       1427 MHz to 1518 MHz (IMT 1500) the full band will be allocated to Mobile/Fixed Communications Networks Supplementary Downlink (MFCN SDL) and to IMT 5G-NR TDD/SDL.

Russia 

The Eurasian Economic Commission EEC updates ‘Decrees 28′ and’Decree 29’ on March 14, 2023, updating the list of products that must comply with the Technical Regulations TR CU 004 for Low Voltage Equipment (LVD) and TR CU 020 for EMC.  These laws will take effect on April 16, 2023.

 

Thailand 

The Thai Industrial Standards Institute (TISI) announced that the following standards will be coming into effect soon:

TIS 60335 Part 2(65)-2564 (2021) – Air Cleaner, Air Purifier, comes into effect May 5, 2023

TIS 60335 Part 2(32)-2564 (2021) – Massage Appliance, comes into effect May 16, 2023

TIS 60335 Part 2(37)-2564 (2021) – Deep Fat Fryer, Doughnut Fryer, comes into effect August 2, 2023

 

India 

On 29th March 2023, the Telecommunications Engineering Centre (TEC) have released a notification advising that there are a few parameters in 3 Essential Requirements that can be treated as ‘Not Applicable’ with immediate effect, until further notice.

Hong Kong 

On 28th March 2023, Hong Kong Regulator – Office of the Communications Authority (OFCA) – released a standard on Type Acceptance Criteria: TAC012 – 5G New Radio Repeater Equipment Operating below 6 GHz.

The document sets out Criteria for type acceptance to operate in the following frequency bands:

2. The equipment shall meet compliance stipulated in the TS 38.115-1 technical specifications published by the 3GPP standards.

 

Saudi Arabia 

After the effort of elaboration on the new “National Radio Law Project”, the Communications, Space, and Technology (CST) has published the Information Memorandum for the Specialized Radio Network License in the 450 MHz bands, to continue the implementation plan of the Spectrum Outlook for Commercial and Innovative Use 2021-2023.

 

The main objectives of this definition of a Specialized Radio Network License are

allocate a 450 MHz Radio License for the deployment of a nationwide network to provide these services;

Enable the deployment of national shared business radio networks which will deliver improved technology and services to a wide range of users;

Reduce or remove the congestion currently experienced in the 400 MHz bands through the use of more efficient shared systems;

Ensure that the needs of all users are met, from important national users such as oil and mining entities to smaller local users;

and Ensure that the price charged for services is reasonable.

 

The document is also a consequence of 2022’s public consultation on this topic, and it has now published the “Information Memorandum for the Specialized Communications Network Frequency License in the 450 MHz bands”, noting that the deadline for applications from eligible applicants will be on Sunday, July 9th, 2023

 

South KoreaNotice of Revision of the Notification for Conformity Assessment of Broadcasting and Communication Equipment (Effective from April 18, 2023)

1. To relieve Wireless equipment conformity assessment.

Existing

In the case of adding a wireless function to a device that has got KC Conformity certification, if the product type code is changed, it is not possible to apply permissive change.

Updates

By adding a wireless function to KC Conformity certified device, permissive change is allowed even if the product type code is changed.

**If the KC approval type is changed to ‘Conformity certification’ by adding a wireless function to the ‘Conformity Registered device’, the permissive change is not allowed and a ‘New conformity certification’ must be applied.

ex) RFID devices using 13.56 MHz are ‘Conformity registered’ equipment, and RFID devices using the 900 MHz band are ‘conformity certificate’ equipment. If you add 900 MHz RFID function to an RFID device using 13.56 MHz, ‘permissive change’ is not allowed because it is subject to conformity certification.

2. Update manufacturing date indication method. (Effective from April 18, 2023)

-Previous: Mark the actual manufacturing year and month

– After change: Date of manufacture/lot number/manufacturer shall be able to verify the date of manufacture

*If it is difficult to identify the date of manufacture with information put by lot number or other  method, the date of manufacture shall be known through user manual, packaging, website, etc.
