ANATEL has published the new Act 7280 to update the Reference List of Products for Telecommunications and replaces the Act No. 2222 of April 20th, 2020. Which would be became in force after 180 days from released (June 1st, 2021)

Main changes as below:

l   Validity 2 years for Category I and II devices.

l   Portuguese User Manual would be required for all applications. (except Conformity Declaration)

l   Accepting abroad test reports for some type of devices: such as OLT, Data Network Equipment (Switch) installed in corporative/ industrial environment, Digital Multiplex, and many others. Foreign test laboratory must be accredited by one of the ILAC member.

l   Validity 3 years for Category III devices (such as OLT, Data Network Equipment (Switch) installed in corporative/ industrial environment, Digital Multiplex, and many others.)


Papua New Guinea Update

National Information& Communications Technology Authority (NICTA) of Papua New Guinea has approved to use following bands:

l   700MHz

l   71-76GHz & 81-86 GHz

Turkey Update

Bilgi Teknolojileri ve İletişim Kurumu (BTK) has announced to accept RED compliance/ CE marking, Turkish User Manuals and the product labels to be prepared in regard to the Consumer Protection Law of Ministry of Trade. BTK type approval is no longer necessary.

Africa Update

Africa will start festival from December 18th, 2020 till January 11th, 2021. Delays can be expected during this period of time.

Mexico Update

From Feb 25th, 2021, below changes would be in force for conformity process of RF devices subject to NOM-208 (2400-2483.5MHz/ 902-908MHz/ 5725-5850MHz) and NOM-221 (mobile terminal equipment- 700MHz/ 800MHz/ 850MHz/ 1900MHz/ 1700MHz/ 2100MHz and/or 2500MHz).

1.     Each importer should obtain test report, NOM and IFT certificates under their own name.

2.     All certificates and reports issued in name of third party will need to be re-issued again in name of each importer. Old certificates can be used for marketing purpose, but for new importation to Mexico, certificates under the name of importer would be required.

3.     All certificates which no need to be tested, requirement will remain the same as before.


Costa Rica Update

Costa Rica Authority SUTEL has issued RCS-311-2020 about temporarily remove the requirement of Apostille convention stamped documents for registration of new companies in SUTEL online portal, in order to submit applications for cellular devices. The suspension of the requirement is due to the COVID-19 pandemic and is valid for 6 months. If there is no improve of COVID-19 situation, extension may be expected.

Bolivia Update

Bolivia’s AUTORIDAD DE REGULACIÓN Y FISCALIZACIÓN DE TELECOMUNICACIONES Y TRANSPORTES (ATT) has approved the Regulatory Administrative Resolution ATT-DJ-RAR-TL LP 324/2020.

Sri Lanka Update

The new requirements (Radio and Telecommunications Terminal Equipment (RTTE) Type Approval Rules 2020) of the Telecommunications Regulatory Commission of Sri Lanka (TRCSL) starting from December 16, 2020 with 6 months transition period (June 17, 2021).

Main changes as below:

l   All products approved before December 18, 2020 under old rules will expire automatically on June 17, 2021; products approved after December 18, 2020 must be approved under the new RTTE Type Approval Rules.

l   New label requirement in force, labels must be purchased from TRCSL

l   Sample is required for application

l   Exempt products from type approval:

Ø  Short range infrared remote control equipment including TV remote controls, garage door opener…etc.

Ø  RTTE embedded in desktop computers and laptops that use only short-range radio technologies such as WiFi or Bluetooth

Ø  Transmitter equipment with output power below 50mW EIRP

Ø  RTTE installed in vehicles as part of car navigation units, remote car keys that use short range technologies such as WiFi, Bluetooth…etc.

Ø  Individuals who brought RTTE into the country for their personal use under Section 27.

Ø  Test reports must not older than 3 months for applicatio


Panama Update

The Government of Panama has issued prevention actions against COVID-19 on Christmas and New Year Holidays:

l   From December 18, 2020 to January 4, 2021, ASEP will work with 50% of the staff.

l   Total quarantine from December 25 to 28, 2020.

l   Total quarantine from January 1 to 4, 2021.

Vietnam Update

Vietnam MIC has released new National Technical Regulations and according Circulars for implementation:

l   QCVN 74:2020/BTTTT: SRD operated in 1GHz to 40GHz like 2.4GHz RFID/SRD, 24GHz Radar. SRD for non-specified application using 5725-5850MHz will fall within the scope of these regulations. For 5725-5850MHz WiFi shall be under scope of QCVN65.

l   QCVN 54:2020/BTTTT: 2.4GHz WiFi, BT and Zigbee (replace QCVN 47:2015/BTTTT and QCVN 54:2011/BTTTT)

l   QCVN 112:2020/BTTTT: LPWAN and LoRa (920-923MHz)

The above standards will be in force from July 01, 2021.

For type approval application, devices will need to re-test according to new version.
