ChinaOn 8th August 2023, the Certification and Accreditation Administration of the P.R.C (CNCA) issued an announcement, outlining measures to improve the management of China Compulsory Certification (CCC) certificates and marks. This announcement will come into effect from 1st January 2024.

A summary of the key points are as follows:

1. CCC certification will be fully implemented in electronic format. The Certification Body will issue paper certificates upon request by applicants. Existing paper certificates will remain valid and will naturally transition to electronic copies through modifications, renewals, etc. Both paper and electronic certificates hold the same legal validity.

2. In addition to physical label affixing, the CCC marks can also be displayed electronically for products with integrated screens and electronic nameplates. However, the standard CCC mark or printed / embossed CCC mark should still be present on the product’s minimum sales packaging.

3. The production and use of CCC certificates and marks shall adhere to the requirements specified in the attachments of this announcement.

United KingdomThe Department for Business and Trade has announced an indefinite extension to the use of CE marking for businesses in Great Britain. Meaning manufacturers and importers selling into the Great Britain can apply either UKCA marking or CE marking.
South KoreaOn August 11th, 2023, the National Radio Research Agency (RRA) of Korea announced partial revision of Electromagnetic Compatibility test method. The announcement aims to inflect the electromagnetic compatibility test method as the national standard (KS) in the field of electromagnetic compatibility is revised. (Paragraph 4 Article7, Article 4 Paragraph 14, Article 4 Paragraph 21)
MalaysiaStarting 2nd October 2023, SIRIM will be introducing a nominal processing fee for IT/Networking application and evaluation fee for internal RF test report. This change might raise questions, and SIRIM wants to assure you that this decision was made with your best interest in mind. Therefore, they would like to highlight the rationale behind this implementation:

Processing Fee for IT/Networking Applications

Due to the transition of IPv4 to IPv6 address, numerous IT and networking products imported into Malaysia are already IPv6-ready. As such, they have restructured the current IT/Networking application process to ensure a thorough evaluation so that all IT and networking products supporting IPv6 are certified according to the requirements stipulated in the technical codes MCMC MTSFB TC T013:2019. Thus, a processing fee of RM50 will be applicable to each IT/Networking application. This fee will cover the costs associated with the application review and evaluation before the issuance of the approval number (SQASI/OTH/23/XXXX) with one (1) year validity period.

Evaluation Fee for Internal Radio Frequency (RF) Test Reports

An evaluation fee of RM 300 will be imposed for each internally issued RF test report for the Type Approval application submitted under the Internal Testing category (RF test report issued by SIRIM). This fee is intended to compensate for the time and resources required to conduct the evaluation.

NicaraguaEl Instituto Nicaragüense de Telecomunicaciones y Correos (TELCOR) released Administrative Agreement No. 001-2023, on July 31, 2023.

 

Brief as below:

1. The frequency band 894-960 MHz is allocated for advanced mobile broadband services.

2. Use of SRD and LPWAN devices that operate in the range 915-928 MHz are permitted.

 

It is now in effect, and derogates Administrative Agreement No. 005-2021.

SingaporeOn 2nd August 2023, the Consumer Product Safety Office (CPSO) of Singapore issued a circular reminding supplier of Controlled Goods to comply with the requirements stipulated in Consumer Protection (Safety Requirements) Regulations (CPSR).

The CPSR mandates that the 33 categories of Controlled Goods (CGs) under CPSR should be tested to specified safety standards, registered with the CPSO, and affixed with the SAFETY Mark before being sold in Singapore.

The CPSO will continue conducting regular market surveillance checks, and suppliers found guilty of selling unregistered and/or expired Controlled Goods may be subject to penalties.

On 26th July 2023, the Infocomm Media Development Authority (IMDA) of Singapore together with 3 Mobile Network Operators (MNOs) made an announcement regarding ‘cessation of equipment registration and sales of 3G-only mobile terminals and non-VoLTE capable mobile/smart phones’, effective from 31st July 2024.

The timeline for gradually phasing out 3G network services is as follows:

1. Starting from 1st November 2023:

IMDA will no longer accept new registrations and renewals of 3G-only mobile terminals and non-VoLTE capable mobile/smart phones.

2. Starting from 1st February 2024:

a. IMDA will de-register previously approved equipment registrations.

b. The sale of such equipment is not allowed and must cease by this date.

c. Only equipment for export purposes and/or overseas use only are allowed to be imported or offered by dealers/suppliers with granted Dealer (Individual) Licences.

As of 26th July 2023, dealers/suppliers selling such terminals/mobile phones are required to inform customers about the measures being taken to phase out 3G services. Given the cessation of 3G networks, voice call services, such as emergency calls, can only be made via Voice over LTE (VoLTE). Therefore, it is necessary to enable VoLTE settings on 4G or 5G mobile/smartphones to make and receive the voice calls.

ChileOn July 24th, Subtel announced to close 2G network for the emergence of new technologies.

To guarantee that no user is left without service, Subtel will request companies that want to stop using 2G networks for a plan that shows how this process will be carried out and the mitigations that will be delivered to users of these technologies (modifications to contracts, replacement of devices such as GPS, telephones, etc.)

ArgentinaENACOM has released Resolution 1132/2023 for Frequency Hopping and Digital Broadband Systems outlining specific testing methods for BT/WiFi/DSSS/FHSS interfaces, which allows the testing and registration of WiFi 6E (5925-7125MHz).

Main points:

1.         New ENACOM-Q2-63.03 V23.1 Technical standard for devices included on Frequency Hopping Systems.

‒     Specific Testing methods are established for the verification of each technical parameter.

‒     Antenna declaration requirement has been introduced.

‒     Radiated Testing Procedure is accepted for cases where it is not possible to carry out conducted measurements.

2.         New ENACOM-Q2-63.02 V23.1 – Technical standard for devices included on Broadband Digital Modulation Systems

‒     5925-7125 MHz band has been regulated, so WIFI 6E technologies can now be duly tested and homologated.

‒     Specific Testing methods are established for the verification of each technical parameter.

‒     Antenna declaration requirement has been introduced.

‒     Radiated Testing Procedure is accepted for cases where it is not possible to carry out conducted measurements.

3.         Both Testing Protocols have already become effective since August 16th, 2023, but local laboratories are currently working on the implementation.

4.         ENACOM has granted a 90-day period to continue accepting homologation files with reports issued under old Testing Protocols.

MexicoCONUEE in Mexico released the new Catálogo de Equipos y Aparatos on April 20, 2023, and it came into force on June 20, 2023. According to the new Catalogue, manufacturers, importers, or distributors of the products listed in Annex A of the resolution must apply a label indicating the electrical consumption of the device based on requirements established in Article 2. Devices that already fall under the scope of an Energy Efficiency NOM are exempt from the resolution.
