Taiwan

For Notebook Computer or Tablet PC (without WWAN function) marketing without adapter, BSMI replied 2 rules:

1. If the connect plug type is DC Jack, still needs to provide adapter and test based on the regulation.

2. If the connect port type is USB or USB Type-C, due to the port is in common use of ITE products and based on environmental requirements, it could be purchased by consumer. Manufacturer should list the adapter’s specification (input) which meet the BSMI standards and safety notice.

Manufacturer can choose to list brand/ model or not of the adapter.

For the classification principles of wireless earphones, please see brief as below:

I. No change of Mainboard (includes circuit, layout and main IC)

II. Monaural or Binaural classification principles:

1. Monaural or Binaural needs to provide Sound Pressure Level Test Report respectively.

2. Transmission different need to be evaluated and tested in the report.

Labelling of wireless earphones need to follow below rules:

I. Model and brand should be listed on product, but if it’s too small or other special reason, can use one of below:

1. on the minimum package

2. if there’s no package, or it’s not suitable for labelling on package, label on hanging method.

3. if the product cannot label as option 1 and 2, can be label in package.

4. Or other labelling way which BSMI allows

For R number and company no./ product name/ rating power/ country of origin…etc can be listed on package due to the size limitation of product.

II. If wireless earphones and charging case apply BSMI approval and marketing together, charging case cannot have R number labelling.

Argentina

ENACOM has released Resolution 2097/2023 on December 5th, which updated version of the testing standard for cellular devices, which includes 5G NR operation on 3300-3700MHz band and allows the homologation of 5G devices.

Main changes as follows:

•    New Testing Standard for cellular devices 2G/3G/4G/5G: ENACOM-Q2-61.03 V23.1 – User Terminals for SCM (Mobile Communication Systems) & STeFI (Reliable and Intelligent Telecommunications Service)

– It has already become effective since December 5th, 2023

– Replaced former ENACOM-Q2-61.03 V17.1 – User Terminals for Mobile Communication Systems standard

– New 5G NR 3300-3700MHz frequency band has been regulated (Chapter V)

•    ENACOM has granted a grace period of 90 calendar days to allow new and ongoing applications to be still accepted having reports issued under ENACOM-Q2-61.03 V17.1 former standard.

•    Based on Articles 4° and 5°, for 5G technologies ENACOM will allow the homologation leveraging foreign RF reports and certificates (from agencies such as FCC/CE/ANATEL, etc) for imported devices, or by means of Declaration of Conformity for locally manufactured devices, until at least 2 (two) accredited laboratories have been duly authorized to perform 5G measurements.

•    ENACOM Resolution 4709/2018 remains valid still allowing foreign certification and reports to leverage the local testing for 2G/3G/4G interfaces.

Brazil

ANATEL released the official letter 429/2023, officially confirms the ANATEL understanding that all testing reports (done in Brazil or abroad) must follow and meet the Act 4083 requirements, including traceability information.

According to Act 7280, ANATEL accepts foreigner reports for some specific product, such as non-RF Network Switch for corporative/industrial use, OLT, Digial Multiplexer, Coaxial cables, some types of Optical cables, Satellite transceivers and some others.

Act 4083 stipulates in item 6.3.1.5 that before starting the test, the manufacturer or applicant MUST formally communicate to the OCD (ANATEL Certification Body) the following:

I – The manufacturing unit where the sample was produced; and

II – The traceability of the sample submitted for testing.

Foreign laboratory must only start testing after OCD’s confirmation (approval)

Brazil

ANATEL released the new Resolution 766, which will change the Res. 757 (Regulation of Conditions of Use of Radio Frequencies) and Res. 759 (Plan of Allocation, Destination and Frequency Distribution in Brazil) to include the new allowed frequency band 4830 – 4950 MHz in Brazil. This new Resolution will come into force on December 1st, 2023.

In general, Res. 766 allows the use of 4830 – 4950 MHz by systems that employ the Time Division Duplexing (TDD) method, and, defines the requirements for use.

The new Resolution will change the following lane allocations:

l   It will allow the use of the frequency band from 4830 MHz to 4950 MHz for the provision of the Personal Mobile Service- SMP, the Multimedia Communication Service- SCM, the Fixed Switched Telephone Service- PSTN and the Private Limited Service- SLP, on a primary and non-exclusive basis.

l   Revoke the allocation of the radio frequency band from 4910 MHz to 4950 MHz exclusively to the Private Limited Service- SLP, in Public Security and Civil Defence applications.

l   Maintain the allocation of the radio frequency band from 4950 MHz to 4990 MHz, on a primary and non-exclusive basis, for the Private Limited Service- SLP, in Public Security and Civil defence applications.

Note: The n79 band which operates from 4400 – 5000 MHz may have some usage restrictions, as this band is used by point-to-point digital transceivers, and the 4950-4990 MHz band will be for public security and civil defence. For a better understanding, we are awaiting the issuance of the technical requirements for this frequency range, to confirm if a block in this range will be necessary.

The new Official Letter 463/2023 brings new details about the new Safety standard Act 17087/2022 that will be enforced on December 27th, 2023.

You can see the main points below:

l   Laboratories that were authorized to test according to old Act 950 are automatically authorized to do the testing according Act 17087 until December 14th, 2024 due it’s similarity;

l   ANATEL will waive the obligation to perform the visual inspections by the laboratory, described in item 11.2.1 of the Act 17087, for test reports issued until March 27th, 2024, but declared that the requirements still mandatory;

Note: official letter 466/2023 fixed a Typo of Official Letter 463/2023.

For this new official letter, ANATEL allows laboratories that were already authorized to test according IPV6 to do testing according to new Act 7971 due it’s similarity until December 14th, 2024
Mexico

Instituto Federal de Telecommunicaciones (IFT) of Mexico released Preliminary Draft Technical Provision IFT-017-2023: Radiocommunication systems that use wireless access – Local area radio networks – Radiocommunication equipment that use the digital modulation technique and that operates in the bands 5150-5250MHz, 5250-5350MHz, 5470-5600MHz, 5650-5725MHz, 5725-5850MHz and 5925-6425MHz.

 

Main topics as below:

1. Regulate technical specifications for the products using radiocommunication systems in local area radio networks and employing digital modulation within designated spectrum bands (mentioning above).

2. Develop measurement procedures for technical specifications

3. Define the specific complementary conformity assessment

 

Preliminary Draft Technical Provision IFT-016-2023. Low Power Radiocommunication Devices: Devices that make use of frequency bands of the radio spectrum in the range of 30 MHz to 3 GHz – Specifications, limits and test methods.

The main objective of the Draft is to establish the technical specifications for low-power radio communication devices, equipment or products that can make use of frequency bands of the radio spectrum within the range of 30 MHz to 3 GHz, as well as the test methods for verify compliance with said specifications.

Public consultation till 29th January, 2024.

ParaguayThe Comisión Nacional de Telecomunicaciones (CONATEL) of Paraguay published Resolución Directorio No. 3171/2023 on November 29, 2023, which clarifies the requirements for evaluating the conformity of cellular mobile devices.
Peru

On December 4th, 2023, The Ministry of Transport and Communications (MTC) of Peru has announced Ministerial Resolution No. 1685-2023-MTC-01.03 proposes to adjust of Ministerial Resolution No. 777-2005-MTC-03.

The main change is related to change the maximum EIRP of 5150-5250MHz from 23dBm (200mW) to 30dBm (1W) for indoor use.

The public consultation period, initiated on November 29 and extended until December 13, 2023. The entire process, from public consultation to potential approval, could take several weeks or months

Japan

On 22nd December 2023, MIC updated regulation of WLAN 6GHz (Wi-Fi 6E).

Now it allows 320MHz bandwidth, also add 6GHz LPI ad-hoc.

IndiaOn November 29, 2023, the Telecommunication Engineering Centre (TEC) of India published the notification No.5-5/2021-TC/TEC regarding exemption from submission of test reports for all the parameters of 5G NR interfaces, namely 5GNR FR1, 5GNR FR1 and FR2 interworking with other Radios, and 5GNR FR2 pertaining to Essential Requirement (ER) on Router (TEC37682308) till December 31, 2023
Malaysia

On 12th December 2023, the Standard and Industrial Research Institute of Malaysia (SIRIM) published an announcement regarding the renewal of certificates of conformity (CoC) that have expired for more than six months since the current expiry date.

A summary of the announcement is included below:

1)CoCs that have expired for more than 6 months will now be automatically blocked or suspended for renewal.

2)If no action is taken by the certificate holder within 14 working days from the suspension date of the CoC, that CoC will be forwarded for cancellation to Malaysian Communications and Multimedia Commission (MCMC), without any further notification to the certificate holder.

3)Applicants are granted a grace period of 30 days (i.e. until 11th January 2024) to proceed with impacted renewal applications. If no action is taken within this grace period, the CoC(s) in question will be suspended and a new Type Approval application will be required.

Jordan

The Jordan Telecommunications Regulatory Commission (TRC) has approved to adopt a draft “Instructions Obtaining specific approval for telecommunications devices and organizing their entry into the Kingdom” and presenting them for public consultation for a period (30) days in accordance with Article (17) of the Instructions on the Procedural Rules for issuing and amending instructions.

 

Vietnam

The Minister of Information and Communications (MIC) of Vietnam published some additional new Circulars, to promulgate new national technical regulations as below:

•    Circular 14/2023/TT-BTTTT – introduces new QCVN 60:2023/BTTTT for radar transponders for search and rescue operating in the frequency band 9200 – 9500MHz. The effective date of the Circular is 1st July 2026

•    Circular 15/2023/TT-BTTTT – introduces new QCVN 110:2023/BTTTT for mobile communication base station equipment E-UTRA – Radio access section, which will replace existing QCVN 110:2017/BTTTT. The effective date of the Circular is 1st July 2024.

•    Circular 16/2023/TT-BTTTT – introduces new QCVN 111:2023/BTTTT for mobile communication repeater station equipment E-UTRA FDD – Radio Access Section. The effective date of the Circular is 1st July 2024.

•    Circular 17/2023/TT-BTTTT – introduces new QCVN 55:2023/BTTTT on Short Range Device (SRD) – Radio equipment in the frequency range 9kHz to 25MHz and inductive loop systems in the frequency range 9kHz to 30MHz, which will replace existing QCVN 55:2011/BTTTT. The effective date of the Circular is 1st July 2024.

Mexico

lnstituto Federal de Telecomunicaciones (IFT) of Mexico released guideline for new marking requirement on Dec. 26th, 2023.

The new labelling requires the IFT mark placed with “IFT XXXXXXXX-XXXXXX”, either in vertical or horizontal version.

This new labelling requirements will be for all certificates that will be issued after June 23rd, 2024.

All certificates issued before June 23rd, 2024 will not apply for this new rule.
